The 50th Anniversary of GIS


Some events, like birthdays, weddings, and graduations, are easy to mark on the calendar. Others, like the beginning of a social movement or a language—or the invention of GIS—are harder to pinpoint. However, the confluence of three pivotal events in 1962 and 1963 makes this as good a time as any to celebrate a half-century of GIS.
The first event was the establishment of the Canada Land Inventory (CLI) in 1962. CLI set out to produce about 1,500 maps of land use and land capabilities at 1:50,000 and 1:250,000 scales. Though the maps were made by traditional manual methods, Roger Tomlinson (then employed by Spartan Air Services of Ottawa) convinced the head of CLI that computers could be used to automate map analysis. CLI invited Tomlinson to define the functional requirements of what would later be called the Canada Geographic Information System. His carefully considered use of the qualifier "geographic" caught on and has created opportunities and challenges for the discipline of geography ever since.

In August 1963, just as Tomlinson delivered his feasibility report to CLI, Edward Horwood of the University of Washington organized the First Annual Conference on Urban Planning Information Systems and Programs. Within a few years, that event became the annual conference of a new organization called the Urban and Regional Information Systems Association (URISA). Urban and Regional Information Systems eventually became known as geographic information systems, and the 50th annual URISA conference—now called GIS-Pro—took place in 2012.
Horwood spent most of a month at Northwestern University in 1963 teaching a short course about computer handling and mapping of census data. One participant in that course was Howard Fisher, an architect who taught planning and design at Northwestern. Fisher was inspired to develop his own computer mapping system and, with the help of programmer Betty Benson, soon developed a working prototype called SYMAP. With a grant from the Ford Foundation, Fisher later founded the Laboratory for Computer Graphics at Harvard, where he oversaw an important strand of the evolution of computer mapping into GIS.

Whether we choose these milestones or others as the origins of GIS, the fact remains that GIS has come a long way, baby, in a relatively short period of time. Its impact extends far beyond the hundreds of thousands of GIS professionals at work around the world. The recent Penn State-Public Broadcasting video seriesGeospatial Revolution dramatizes the far-reaching impacts of GIS and related technologies on how we think, act, and interact. At its 50th anniversary, GIS has itself become a kind of movement and a kind of language.

Air Force launches new GPS satellite

0/4/2012 - CAPE CANAVERAL AIR FORCE STATION, Fla. (AFNS) -- The U.S. Air Force successfully launched a United Launch Alliance Delta IV-Medium rocket carrying the third Global Positioning System IIF satellite at 8 a.m. EDT today, Oct. 4, from Space Launch Complex 37 here.

"The 45th Space Wing, Space and Missile Systems Center's GPS Directorate, Boeing and United Launch Alliance team are proud to launch the third installment of the GPS Block IIF," said Col. Robert Pavelko, vice commander, 45th Space Wing commander, who also served as Launch Decision Authority.

The first GPS IIF satellite, Space Vehicle 1, was launched by a Delta IV rocket on May 28, 2010 and the second one on July 16, 2011, both from Space Launch Complex 37 here at Cape Canaveral Air Force Station.

The GPS Block IIF satellites are built by Boeing, and will be operated by the United States Air Force following their launch by United Launch Alliance, using Evolved Expendable Launch Vehicles.

GPS satellites are launched at a rate to sustain the constellation to continue providing extremely accurate positioning, navigation and timing services to billions of users worldwide.

"Once again, the 45th Space Wing, working in concert with our talented mission partners, is delivering space assets that will greatly benefit our nation," Col. Pavelko said.
"We earn our stripes and prove to the world what a world-class team we have with every single launch we execute from here," he said.

GPS is a space-based, world-wide navigation system providing users with highly accurate, three-dimensional position, velocity and timing information 24 hours a day in all weather conditions. Every modern GPS satellite has been launched from CCAFS.

SIG untuk Kehutanan

Sejak awal tahun 1995-an, sistem informasi geografis berkembang demikian pesat. Pada bidang aplikasi pengelolaan sumberdaya lama, trend evolusi, adaptasi dan perubahan SIG tetap berlanjut sesuai dengan kebutuhan dan kemampuan pemakai. Pada awalnya perangkat lunak SIG maupun penginderaan jauh hanya dirancang menggunakan format data tertentu, misalnya hanya menggunakan struktur data raster atau vektor. Sejalan dengan kemanjuan teknologi, dan semakin banyaknya perangkat lunak SIG baik untuk penelitian maupun pengerjaan proyek berskala besar, perangkat lunak yang ada saat ini sudah mulai mempunyai kemampuan untuk mengolah atau menganalisis data vektor dan data raster sekaligus. Dari sejumlah perangkat lunak yang tersedia di pasaran, beberapa diantaranya dapat membaca format-format yang dikeluarkan oleh perangkat lunak lainnya. 
Kehutanan Detil (Precision Forestry)
Kedatangan citra satelit beresolusi spasial tinggi seperti IKONOS dan Quickbird, telah membuka kesempatan dan peluang baru dalam pengembangan dan atau penelitian. Dalam konteks pengelolaan sumberdaya alam, saat ini telah diperkenalkan apa yang disebut dengan ”Kehutanan detil (precision forestry)” atau ”Pertanian detil (precision agriculture)” (Bettinge and Wing, 2004). Pada tehnik yang presisi ini juga digunakan GPS sebagai sarana navigasi. Precision forestry dikemukakan pada Bulan Juni tahun 2001 di University of Washington’s Forestry Symposium. Dalam simposium ini dibahas tentang metode pengumpulan, analisis dan pemanfaatan data yang mempunyai keakuratan dan ketelitian yang tinggi dari permukaan bumi untuk pengelolaan sumberdaya alam.Dalam kehutanan detil, biasanya digunakan alat pendukung yang juga mempunyai ketelitian yang tinggi, misalnya penggunaan EDM (Electronic Distance Measuring) tool untuk merekam posisi spasial dari suatu fitur bentang alam secara teliti dan tepat waktu. Dalam hal ini juga diperlukan adanya DEM yang mempunyai resolusi spasial yang halus. Ketersediaan GPS dengan kemampuan ketelitian yang tinggi akan ikut membantu perkembangan kehutanan detil ini.Bagaimana persepektif Sistem Informasi Geografis
Sejalan dengan perkembangan SIG itu sendiri, SIG dapat dipandang dari berbabai bidang, diantaranya adalah sebagai suatu:
Sudah merupakan hal yang wajar sampai pada akhir abad ke-20 ini, masyarakat pengguna informasi meningkat secara tajam. Pengguna informasi ini, memerlukan data dan atau informasi secara berkala dan data/informasi yang terbaru. Secara tidak langsung, baik dalam dunia pendidikan maupun dunia bisnis, dampak yang ditimbulkan oleh teknologi geomatika akan berpengaruh juga pada keadaan sosial dan ekonomi masyarakat sekitarnya.
     Aplikasi Sistem Informasi Geografis
  1. Pelayanan emergensi (Emergency Services): Sistem informasi kejadian kebakaran dan masalah-masalah kopolisian (Fire and Police emergence services)
  1. Lingkungan (Environmental) yang mencakup masalah pemantauan dan atau pemodelan spasialnya (Monitoring and spatial modeling)
  1. Bisnis (Business), misalnya penentuan lokasi lokasi perniagaan (toko, mall, pasar swalayan), sistem pelayanan antar (delivery service system).
  1. Industri transportasi, komunikasi, pertambangan, pemasangan pipa dan layanan kesehatan (Transportation, Communication, Mining, Pipelines, Healthcare)
  1. Pemerintahan (Government), batas-batas administrasi pemerintahan beserta data statistiknya serta kemiliteran.
  1. Pendidikan, penelitian dan administrasi.
Apa yang bisa dijawab oleh SIG?
Dengan keunikan SIG  yang didisain merupakan gabungan antara CAD dan basis data serta mempunyai konsep topologi, maka SIG mampu menjawab beberapa pertanyaan generik, diantaranya adalah:

1        Lokasi: untuk mengetahui lokasi keberadaan suatu fitur (feature)tertentu. Misalnya:
a)     Di Lokasi HPH mana saja lokasi kebakaran hutan atau titik-titik hot spot ditemukan?
b)     Lokasi hutan gambut ada dimana saja di Wilayah Kalimantan Tengah?
c)      Kejadian lokasi longsor ada pada koordinat berapa?

2        Ukuran (panjang, luas dan keliling):
a)     Berapa jarak antara lokasi tanah longsor dari ibu kota kecamatan A?
b)     Berapa luas lahan longsor yang terjadi
c)      Berapa kira-kira panjang batas luar suatu kawasan Taman Nasional?

3        Analisis tetangga (neighbourhood analysis)  Dengan SIG, maka dapat dilakukan analisis tetangga, yaitu:
a)     Adjacency atau contiguty, untuk mengetahui apa saja fitur atau obyek yang ada di sekitarnya.  Contoh, nama-nama desa yang berbatasan langsung dengan propinsi DKI Jakarta.  Kecamatan apa saja yang dilalui oleh ruas jalan tertentu?
b)     Connectivity, untuk mengetahui keterhubungan antara fitur yang satu dengan yang lainnya. Contoh, Apakah lokasi kebakaran hutan dapat diakses dengan jalan tertentu? 
c)      Proximity, pada radius 200 m dari sumber mata air ada apa saja?  Siapa saja pemilik lahan yang akan dibebaskan di sepanjang jalan Jakarta-Bogor pada kisaran lebar 50 meter di kiri-kanan jalan?

4        Atribut: Apa saja atribut yang dimiliki oleh suatu fetaure?Keterangan atau fakta yang menerangkan suatu feature. Ini akan sangat mudah diketahui karena semua data sapasial pada SIG terkait dengan suatu basis data, yang mempunyai record dan field (item) tertentu.

5        Mampu mengetahui kesesuaian penggunaan kawasan, atau melalukan ”query”terhadap suatu fitur yang dikehendaki.  Misalnya:
a)     Kesesuaian fungsi kawasan
b)     Mencari lokasi yang sesuai dengan penggunaan lahan untuk pembangunan bangunan tempat perkemahan yang mempunyai beberapa persyaratan sebagai berikut:
i)       Dekat dengan sumber mata air (maksimal 200 m)
ii)     Kemiringan lereng tidak boleh lebih dari 15%
iii)   Luas lahan minimal 1000 m2.
iv)    Jarak dari jalan utama maksimal 3 km

6        Bagaimana pola (pattern) keberadaan tanah longsor atau kebakaran hutan yang terjadi? Bagaimana hubungan spasialnya dengan fitur-fitur yang ada di sekitarnya?

7        Bagaimana trend (kecenderungan) suatu fitur?.  Sebagai contoh, bagaimana kecenderungan perubahan lahan yang terjadi di Kabupaten Bogor pada periode 2000 sampai dengan 2005?Bagaimana dengan intensitas kerusakannya dalam kurun waktu tertentu?
